The SAS mechanism for doing this is the SAS macro. Some of these
are available via the SAS site and others from different sources.
There is a technical
report on the SAS web site which contains some macros that
can be used to implement replication methods in SAS.
The CALMAR macro, written by the French National Statistics Service,
does post-startification and is featured in the SAS code for exemplar
1 ex1sas.htm.
See section on non-response weighting (section
5.2.5) for links to information on this.
